CAT full form: The Central Administrative Tribunal has been founded as a master body containing Administrative Members and Judicial Members who by the superiority of their specific learning are better prepared to administer fast and effective justice. There are many Honorable Members in different Benches of the Tribunal out of Judicial Members, including the Honorable Chairman and Administrative Members. Subject to different arrangements of the Act, a Bench comprises of one Judicial Member and one Administrative Member. The conditions of service of Honorable Chairman and Members are the same as applicable to a Judge of High Court as per the Administrative. The Tribunal is guided by the law of natural justice in decisive cases and is not bounded by the procedure and recommended by the Civil Procedure Code. The Central Administrative Tribunal is enabled to outline its own principles of methodology and practice. Under the said arrangement of the Act, the Central Administrative Tribunal (Procedure) Rules, 1987 and Central Administrative Tribunal Rules of Practice, 1993 have been informed to guarantee smooth working if the Tribunal. Under Section 17 of the Administrative Tribunal Act, 1985, the Tribunal has been conferred with the power to exercise the same jurisdiction and authority in respect of contempt of itself as a High Court.
